Dev is filmmaker Govind Nihalani's second attempt at mainstream cinema after his Ajay Devgan - Tabu starrer Thakshak that did not fair well at the theatres.
The film has Amitabh Bachchan playing the Joint Commissioner of Police Dev Pratap Singh, a righteous and dutibound officer whose high ideals are not always functional in the corrupt system.
On the other hand is Dev's friend Special Commissioner Tejinder Khosla (Om Puri) who is a pragmatic person and believes in maintaining a balance between Dev's commitment towards law and the political interests of the state's Chief Minister Bhandarker (Amrish Puri).
The film also provides an insight into the way some cunning political figures use youngsters for their vested interests.
Farhaan (Fardeen Khan) is a young man tormented by the violent killing of his father who taught him the ideals of patriotism and non-violence. He believes that certain influential figures including Dev is responsible for his father's the untimely death. Provoked by a corrupt politician Latif (Ehsaan Khan), Farhaan sets out into a path of terror and violence that engulfs the entire city.
This spectre of mass human deaths and violence shocks Dev. Meanwhile, his friend Tej crosses the legal boundaries to put an end to the terror and anti-national crimes in his self-devised way. Thereby, a rift appears in the bond of two dedicated cops who are on the same mission but has different ways to their duty?
The film also has Kareena Kapoor playing Farhaan's love interest Aaliya
